20 coded urine and 36 coded blood post race samples from the above-mentioned race meeting were received for analysis under the MRA Rules and Regulations.
All samples were analysed and none failed except for Sample Coded No 2023101 which revealed the presence of Boldenone Sulphate which was reported to have been taken from the horse, TAKHI, trained by Trainer J Lim (pictured), which ran first in Race 12 on the above date.
On Thursday, 09 February 2023, Trainer J Lim was advised of the Analyst’s Report and his attention was drawn to the contents of MRA Rule 137 (1) relating to the Referee Samples.
In terms of the Rules, TAKHI cannot race again until cleared by the Stewards.
The SNTC Laboratory reported on Thursday, 02 March 2023 that a sample which was submitted on Tuesday, 21 February 2023 for analysis revealed the horse, TAKHI, was clear of any prohibited substance and as such TAKHI was cleared for racing.
On Friday, 17 March 2023, the Stewards opened an Inquiry into the above-mentioned report from the SNTC Laboratory. Evidence was taken from Trainer J Lim, Ms Foo Hsiao Ching, Chief Analyst from SNTC Laboratory and Dr A Sandosham, SNTC Deputy Head Veterinary Surgeon.
The Inquiry was reconvened on Wednesday, 12 July 2023. Further evidence was taken from Trainer J Lim, Trainer of TAKHI, Ms Foo Hisao Ching, Chief Analyst from SNTC Laboratory and Dr A Sandosham, SNTC Deputy Head Veterinary Surgeon.
At the conclusion of the Inquiry, Trainer J Lim was found guilty of a charge under MRA Rule of Racing 134(6) in that he was, at all times, the Trainer and person responsible for presenting TAKHI to race in Race 12 on Saturday, 28 January 2023, following which a Post Race Urine Sample collected from TAKHI was reported and confirmed to contain Boldenone Sulphate, a prohibited substance under the MRA Rules of Racing.
In assessing penalty, the Stewards considered his disciplinary record, personal circumstances, the serious nature of the substance as well as the negative impact such breaches have on the image of the industry, and the need for any penalty to act as a general deterrent. Trainer J Lim was disqualified with immediate effect for a period of eighteen (18) months. Trainer J Lim was advised that he has fourteen (14) days to attend to his stable affairs and was further advised that he would not be permitted to race or trial any horse during this period. He was advised of his Right of Appeal.
Acting under the provisions of MRA Rules of Racing 134(11), TAKHI was disqualified from its first place and the results were amended to read:
